Recipe discovery and being able to serve a dish are separate tasks. Follow recipe-tip conversations and inspect your current recipe/progression panel; once a recipe is known, confirm its equipment, ingredients and menu availability before buying stock.

An early conversation route
The Into Indie Games opening playthrough records recipe-tip conversations with Marius, Nola and Dagmar, and Beer from Nola. Different responses can produce different outcomes, so speaking to a named NPC is not a guarantee of receiving a recipe.
Read the current quest prompt, finish the conversation and check whether a recipe notification or entry actually appeared. Save before a dialogue you want to compare if the game offers that option.
Other reported ways to find recipes
Players in the recipe-discovery discussion describe quest rewards, conversations and some restaurant meals. Other replies say a meal gave no recipe or a different one. Buying a dish is therefore not a reliable way to obtain that exact dish's recipe.
